Head of Corporate Contracts
* Lead the Corporate Facilities Management (CFM) procurement and contract management strategy across the council.
* Act as the subject matter expert on procurement and contract management for high-value FM and corporate support contracts.
* Ensure all contracts deliver value for money, compliance, and service performance aligned to council priorities.
* Provide strategic leadership of contract management and procurement activity across CFM and related services.
* Develop and maintain strong relationships with suppliers, contractors, and internal stakeholders.
* Oversee pan-council procurement planning and re-procurement programmes for FM and ancillary services.
* Drive service improvement, innovation, and sustainable cost efficiencies through effective contract management.
* Ensure compliance with Council Standing Orders, Public Contracts Regulations 2015, and UK contract law.
* Monitor contract performance, risk management, and governance reporting to internal boards.
* Support the division in operating as an “intelligent client” using robust contract performance and data insights.
Key Experience & Skills Required
* Significant experience in strategic contract management and procurement, ideally within Facilities Management or property services.
* Strong knowledge of public sector procurement regulations (PCR 2015) and governance processes.
* Experience managing high-value, complex service contracts and supplier relationships.
* Proven ability to develop procurement strategies and deliver cost efficiencies.
* Experience preparing business cases, procurement documentation, and governance reports.
* Strong financial and commercial acumen, including budget monitoring and cost control.
* Ability to identify and manage contractual, financial, and operational risk.
* Excellent stakeholder management and influencing skills across senior leadership and external suppliers.
* Strong analytical and performance management capability, using contract data to drive improvement.
Typical Qualifications / Professional Background
* Degree or equivalent experience in procurement, commercial management, business, or property/facilities management.
* Professional qualification or working towards CIPS (Chartered Institute of Procurement & Supply) or equivalent.
* Relevant experience in public sector procurement or large complex organisations
